About the Job

The Project Procurement Specialist will support the end-to-end procurement process, ensuring timely and compliant acquisition of goods and services.
They will assist in planning, tendering, evaluation, and contract management in line with AFR and donor policies

This role will help ensure value for money and mitigate procurement-related risks.
They will also support documentation, reporting, and continuous process improvement within the procurement function in collaboration with the procurement manager.


RESPONSIBILITIES AND DUTIES

The Project Procurement Specialist will be responsible for the following key tasks:
Procurement Processes & Compliance
Ensure that all procurement activities within the project are implemented in full compliance with AFR’s Procurement Policy, donor regulations, and ethical standards, maintaining accuracy, timeliness, and transparency throughout each process.
Project Procurement Planning & Vendor Management
Support the development and delivery of the project’s procurement plan, ensuring that suppliers and service providers are identified, contracted, and managed in accordance with AFR’s procurement standards and Value for Money principles.
Procurement Execution & Contracting
Coordinate and implement all stages of the project’s procurement process — from solicitation to contract management — ensuring quality, timeliness, and full compliance with AFR and donor requirements.
Procurement Support to Project Delivery & Partners
Provide responsive and compliant procurement support to the project team and implementing partners, ensuring procurement processes facilitate smooth project delivery and uphold AFR’s standards of integrity and Value for Money.
Procurement Risk & Audit Readiness
Ensure that all project procurements are implemented with strong internal controls, proactive risk management, and full audit preparedness, safeguarding AFR’s reputation for transparency, compliance, and Value for Money.
Other Duties
Perform other related duties as assigned by the line manager.

EDUCATIONAL REQUIREMENTS

  • Bachelor’s degree in procurement, supply chain management, logistics, or business administration
  • CIPS Level 4 (Diploma) or higher desirable; CIPS Level 3 minimum required
  • PRINCE2 Foundation or equivalent project-management certification an advantage
  • Training in donor procurement compliance desirable

 

JOB RELATED EXPERIENCE AND KNOWLEDGE

Essential

  • 3–5 years’ progressive experience in procurement execution within donor-funded projects or development organisations.
  • Proven understanding of tendering processes, contract administration, and supplier performance management.
  • Knowledge of procurement systems, policies, and approval workflows.
  • Familiarity with donor procurement rules and national procurement regulations.
  • Experience using ERP or e-procurement systems for requisitions, approvals, and reporting.
  • Strong attention to detail, accuracy, and record management.
  • Excellent collaboration skills to work effectively with project teams, suppliers, and partners.
  • Excellent written and spoken English; proficiency in French or Kinyarwanda is an advantage.
  • Proficiency in Microsoft Excel is essential, including working with formulas, graphs, and data analysis tools.

 

Desirable

  • Experience working on financial inclusion, microfinance, or digital finance projects.
  • Knowledge of data analysis and supplier performance monitoring.
