Background

Access to Finance Rwanda (AFR) is a Rwandan not-for-profit organization established in March 2010 with the aim of promoting financial inclusion and supporting the development of a strong and inclusive financial sector. AFR is funded by Sweden, the Mastercard Foundation, and Jersey Overseas Aid (JoA), and is a member of the Financial Sector Deepening (FSD) Network, which works across Africa to reduce poverty by making financial markets work better for the poor.

AFR regularly procures IT equipment such as laptops, monitors, printers, and related accessories to support both its internal operations and program delivery. AFR is seeking to establish a list of prequalified IT suppliers and this list will enable AFR to obtain competitive quotations more efficiently and facilitate quicker decision-making and delivery.

Objective of the Procurement

  • Identify reputable suppliers capable of providing quality IT equipment in line with AFR’s requirements.
  • Streamline procurement processes for routine IT purchases to improve efficiency and turnaround time.
  • Ensure consistency in pricing, product quality, and service delivery across all IT equipment suppliers.

Scope of Work

The selected suppliers will be expected to:

  • Supply and deliver various IT equipment, including:
    • Laptops and desktops (various specifications)
    • Monitors/Screens
    • Printers and scanners
    • Networking devices (e.g., routers, switches)
    • Computer accessories (e.g., laptop stands, external drives, cables)
  • Provide warranties and after-sales support
  • Ensure timely delivery to AFR’s head office.
  • Provide updated pricing for key equipment categories at pre-agreed intervals
  • Respond quickly to quotation requests.
  • Provide after sales technical support for malfunctioning hardware.

Access to Finance Rwanda (AFR) now invites eligible Companies (“Suppliers”) to express their interest. Interested suppliers must provide information indicating that they are qualified to supply the IT equipment and their accessories’.

  • Company profile and relevant registration documents including RDB certificate.
  • List of key clients that AFR can contact and completed assignments (past 5 years)
  • Evidence of partnership or dealership with manufacturers
  • Proposed service-level commitments (delivery timelines, warranty support)
  • RRA Tax clearance certificate and RSSB clearance certificate
  • List of available ICT hardware that the company can supply to AFR.

Eligibility requirements:

  • Company profile and relevant registration documents including RDB certificate.
  • RRA Tax clearance certificate and RSSB clearance certificate

NB: Companies not meeting the above eligibility criteria shall not be allowed to proceed to next steps of the evaluation of expressions of interest.

Evaluation Criteria

Expressions of Interest will be evaluated based on the following requirements:

Expertise of Proposed 2 Technicians CVs with relevant qualifications and experience of the proposed technicians that will support with after sales services. 10%
Evidence of Partnerships Evidence of partnerships with major global IT hardware manufacturers. E.g. Authorization letters, partnership certificates, signed partnership agreements, partner status such as ‘Gold’, etc. 25%
Reliability of After-Sales Technical Support Evaluation of the bidder’s support infrastructure, specifically their capacity to diagnose, repair, or replace malfunctioning hardware post-delivery. 20%
List of Key Clients List of key clients that AFR can contact and completed assignments 20%

Note: Following the evaluation of Expressions of Interest, AFR may, at its sole discretion, either enter into framework agreements with one or more of the highest-ranked firms or include qualified firms in its supplier database for the purpose of issuing Requests for Quotations (RFQs) on an as-needed basis.

Expressions of interest must be submitted to procurement02@afr.rw no later than Thursday, April 12, 2026, 17:00 HRS CAT.

This expression of interest is open to Local companies.
