Jean de Dieu Mutagaramba

Jean de Dieu is the Head of People and Culture at Access to Finance Rwanda, with over a decade of progressive experience in shaping people strategy across manufacturing, Fast-Moving Consumer Goods (FMCG), and financial services sectors. As a Senior People & Culture Leader, he specializes in aligning organizational goals with effective performance management, employee relations, and talent development frameworks that drive both engagement and results.

Jean de Dieu has led end-to-end HR operations in complex and high-performing environments, supporting diverse workforces and fostering cultures of inclusion, accountability, and continuous improvement. With a strong focus on people development, he has designed and implemented training, retention, and wellbeing initiatives that strengthen capability and support long-term organizational success.

Jean de Dieu holds an MBA with Specialization in Human Resources Management from Arunachal University of Studies (India) and a bachelor’s degree in management and Economic Sciences with a focus on Labor Organizing from UNIC-ISGEA (DRC). He is also a Chartered HR Metrics & Analytics professional and is currently pursuing CIPD Level 7 certification. Jean de Dieu applies a data-informed, people-cantered approach to strengthen resilience and drive high performance across the organization.
