Terimbere Satellite Office Coordinator - Rubavu

Sefu Mbarushimana is the Satellite Office Coordinator – Rubavu at Access to Finance Rwanda (AFR), where he leads the implementation of MSME-focused programs aimed at expanding inclusive finance and enterprise development, particularly in Rwanda’s Western Province. In this role, he oversees stakeholder engagement, coordination of Business Development Services providers, operational management of the satellite office, and contributes to monitoring, evaluation, and learning to ensure effective program delivery and impact.

Mr. Mbarushimana brings over 15 years of professional experience, with more than a decade in the financial services sector, spanning commercial banking, microfinance, and development finance. His expertise covers SME and business banking, product development, market research, financial and non-financial services design, portfolio and risk management, and strategic partnerships. He has also worked extensively as a consultant, supporting financial institutions and development initiatives in product design, licensing, strategy development, and MSME support.

He holds a Financial Industry Certified Professional (FICP) qualification from the Luxembourg School of Business and a bachelor’s degree in economics and management from Kigali Independent University. His professional focus centres on financial inclusion, MSME development, banking and microfinance innovation, and capacity building, aligning closely with AFR’s mission to improve access to finance and inclusive growth in Rwanda.
