Providing affordable, high-quality, and trustworthy business services to MSMEs and facilitating their access to responsible finance.

Specific Objectives

1. Demand Side


Through tailored Business Development Services (BDS), the Facility offers a platform for business diagnostic, skills and services to become finance ready and/or achieve their growth plans. The Facility also provides a returnable grant to businesses to test innovative ideas.

3. Enabling Environment


The Facility is supporting interventions to improve SME Finance and the entrepreneurship-enabling environment. A case in point is the support for reviewing the law regulating the Capital Markets to unlock SMEs' access to capital. In addition, AFR will support the Ministry of Trade and Industry (MINICOM) in developing Business Development Services Standards.

2. Supply Side


The Facility supports financial institutions including I&M Bank Rwanda, Bank of Kigali, BPR Bank Rwanda, Equity Bank Rwanda, Moneyphone Africa Ltd and Copedu to shape their SME Financing strategies, improve SME lending practices and deliver innovative, SME centric solutions while de-risking their portfolio through the Swedish International Development Cooperation (Sida) SME Portfolio Guarantee Scheme.

Leveraging the Unlocking Livelihoods through Financing Women-owned Micro and Small Enterprises (MSEs) (Wisigara Mugore) Project, the Facility supports women’s economic empowerment by expanding the use of high-value financial services in the context of women’s livelihoods. It is anchored in enhancing the capacity of financial institutions to better serve women-led/owned micro and small enterprises (MSEs), particularly in general business and those selling agricultural produce. Additionally, the project works to eliminate social norms that hinder women's financial inclusion and women's economic empowerment.
